ABOUT LEATHER SECTOR SKILL COUNCIL
ne of the major problems confronting the leather industry now is the shortage of skill manpower, particularly for performing shop floor level operations like cutting, clicking etc., the workforce employed for performing such shop floor level operations do not undergo any professional vocational training but are given only on-site training in the factories concerned. Thus, non-availability of trained manpower is a major stumbling block which is affecting our productivity and price competitiveness. In order to over-come this, the Government of India established the National Skill Development Corporation (NSDC) on Public-Private Partnership (PPP) model so as to promote skill development by catalyzing creation of large, quality, for-profit vocational institutions.
As part of its activities, the NSDC approves formation of Sector Skill Councils (SSCs) and provides financial support to such SSCs for undertaking activities like creation of National Operating Standards (NOS) for identified trades in a sector, identify and provide training & certification to the workforce/potential workforce and also to the trainers etc., The NSDC approved formation of the Leather Sector Skill Council in February 2012.
Accordingly, the Council for Leather Exports has formed a Section 25 company in the name of Leather Sector Skill Council.
The purpose of the Leather Sector Skill Council (Leather SSC) is to play an effective role as the representative national agency facilitating the development of skills solutions for industry players in acquiring and developing the requisite skilled manpower needed to sustain the envisioned growth of the leather and leather goods industry and setting a foundation for the country to emerge as a global leader. The Leather SSC will co-ordinate with industry, education & training providers and government in ensuring capacity building for availability of trained and skilled manpower across industry segments and organization levels. Increasing the awareness and attractiveness of the leather sector for prospective employees to attract talent, is also a key objective that Leather SSC will address.
The Leather Sector Skill Council will initially run 2-3 pilot training projects across the country after development of contents and curriculum on indentified trades across product segments namely finished leather, footwear and leather goods/leather garments. Based on the experience gained in the pilot projects, the process of development of NOS for identified 50 such trades and providing training on such scales will be done. The Leather Sector Skill Council is expected to provide certification to about 2 million learners/workforce by 2020, which will be 56% of the estimated new workforce of 3.6 million and 33% of the total workforce of 6.1 million by 2020.In the coming years the Leather Sector Skill Council will address the problem of shortage of trained manpower for performing shop floor level operations to a large extent.
